You send them a note. Write "joining" in the subject line.
It's the same with most clubs. All the clubs I'm in you only have to write them. Usually they won't see it if you send a comment, so always use notes.
They love to get art, but you don't have to give them art to join.
(it says so on their page, but I guess it can be a bit hard to find if you're not so good with English yet!)
